You can paint over wallpaper glue if you’ve primed it using the correct type of base. Ordinary primer and paint won’t bond to wallpaper glue. To ensure adequate adhesion, use an oil-based primer formulated for compatibility with latex topcoats. Kilz oil-based primer will provide good results for this type of do-it-yourself project.
